1. I am about to become homeless. Is there an emergency shelter program?

There are several agencies in the area that can assist during these times of need. Please refer to our Emergency and Shelter Assistance page. In addition, for emergency housing, call 211 and press 8 for homelessness and services near you.

2. What programs are offered to homeowners?

The City offers two programs: First-Time Home Buying Assistance, and Home Repair.

3. Does the City offer senior resources?

Seniors are the solid roots of our community! You may view the Seniors Resources for a variety of services offered to seniors living in Citrus Heights. 

4. If my landlord is evicting me what are my rights as a tenant?

The Renters Helpline provides telephone counseling and mediation services for residents in a housing crisis or dispute. The program counselors deal directly with concerns regarding landlord-tenant disputes and help refer housing issues to the appropriate agency. 5. What is the City doing about unhoused individuals?

Beginning in October 2023, the City partnered with Sacramento County Department of Homeless Services and Housing (DHSH) to deliver a Street Outreach Program for unhoused individuals in Citrus Heights. The Street Outreach Program is operated by Community HealthWorks, a nonprofit addressing some of the most complicated issues to remove barriers, so all people have an opportunity to be healthy and lead a life of dignity and humanity. 

Community HealthWorks provides the City with one full-time Community Health Worker (CHW) who connects unhoused individuals to supportive services, emergency shelter, interim and permanent housing, supplies, and other services to help the individual achieve next steps to becoming housed. 

The City also has a strong partnership with local nonprofits, including working with Citrus Heights Homeless Assistance Resource Team (HART). More information can be found on Citrus Heights HART page. 

6. How do unhoused individuals connect to services?

A Community Health Worker (CHW) can connect individuals to services and resources. To begin the intake process, meet a CHW at one of these locations. 

• Monday onsite at Living Water Church (7605 Lauppe Ln) from 1 PM to 3 PM. This location is for client intake, assessment, and services. 
• Tuesday, Wednesday, Thursday, and Friday a CHW is available as needed. An individual may work directly with a CHW. 

Sacramento Coordinated Access System (CAS) is available to connect the unhoused population in Sacramento County to essential shelters and resources.

7. I would like to volunteer in the community to help unhoused individuals. How can I help?

Here’s a few ways you may get involved in the community. 

• Be involved in Citrus Heights Homeless Assistance Resource Team (HART).

• Be involved in Citrus Heights Neighborhood Area. 

8. How do I report and encampment?

Reporting is crucial to keeping our city clean and safe for everyone. When residents report what they see, it leads to a more beautiful community and healthier environment. Download the See-Click-Fix App and submit a request online. Requests are reviewed by the General Services Department and all requests that are enforcement related issues will be forwarded to the Citrus Heights Police Department.

9. How many unhoused individuals have been placed in permanent housing, shelter, and/or transitional housing due to the help of a Community Health Worker (CHW)?

Between October 1, 2023, and April 10, 2024, 73 clients have been enrolled in the program, due to the help of a CHW 20 clients have been housed. In addition, 24 clients received CalAIM referrals.

10. What is Winter Sanctuary?

The Winter Sanctuary is a program operated by Citrus Heights HART for residents experiencing homelessness. The goal is to offer shelter to people during the cold and rainy winter months as well as opportunities to connect to social services, resources, and housing. 11. How is the Community Health Works Street Outreach Program funded?

The Street Outreach Program is funded by American Rescue Plan Act (ARPA) district-directed funding allocation from Sacramento County District 4 Supervisor Sue Frost. This funding source for the program will end December 31, 2025.

12. I am behind on rent. Are there any resources available for assistance?

Rental assistance resources in Sacramento County are hard to find. Dial 211 for free, confidential, 24/7 social, health, and disaster services information and referrals.
