Rebuilding Together Sacramento offers a variety of programs at no cost to low-income homeowners who live in Sacramento County. Below is a description of Home Improvement programs, as well as the application to submit for a program. Safe at Home Program provides minor modifications and repairs that improve accessibility and safety within the home.
Home Energy Conservation Program provides minor energy conservation measures that will help lower a homeowner's utility bill by as much as 10-20%. Minor modifications include weather stripping, caulking, LED light bulbs, etc.

The Low-Income Home Energy Assistance Program (LIHEAP) helps low-income households control their energy bills through:

- Free weatherization services

Upper Lateral Loan Program from The Sacramento Area Sewer District (SASD
) As a property owner, you are responsible for the private sewer pipe serving your property. This "upper lateral" connects your home to a "lower lateral" owned by SASD. The upper lateral is located entirely on your private property, while the lower lateral is located within the public right of way (under the sidewalk and street) or the utility easement (typically along the rear edge of your property).
When upper laterals fail, repairs and cleanup can be both costly and unpleasant. SASD now has a program that provides

SMUD's Energy Assistance Program Rate (EAPR) provides a 30% discount on 1st-tier energy usage. EAPR customers also receive a $1.50 reduction on the $5 monthly customer charge that is designed to recover a portion of fixed costs.

Medical Equipment Discount Rate Program is designed to help customers who have higher electricity costs from running certain energy-intensive medical equipment. To qualify, a full-time resident of your household must have a medical requirement certified by a qualified health professional.
